USPS service standard changes may affect mail delivery times in rural areas

The U.S. Postal Service has implemented changes to mail delivery service standards that may affect how quickly mail is delivered to and from rural areas like the High Country.

The changes, part of the USPS “Delivering for America” plan, went into effect in two phases — April 1 and July 1, 2025. The Postal Service says the changes are designed to improve operational efficiency and service reliability while maintaining the existing one-to-five day service range for First-Class Mail.

What's Changing

The key change affects mail originating from ZIP codes more than 50 miles from a Regional Processing and Distribution Center (RPDC). For these areas, one day has been added to the service standard for USPS Ground Advantage and single-piece First-Class Mail products.

Additionally, Sundays and holidays are no longer counted in service performance measurement for mail accepted on Saturdays or the day before a holiday. For example, a letter mailed on Saturday with a 3-day service standard would now be delivered on Wednesday rather than Tuesday.

Post Office hours, retail access, and mail carrier delivery schedules are not changing. Customers will still receive delivery six days per week.

Impact on Rural Customers

The USPS says rural customers should not experience significant negative impacts and may notice positive improvements. The majority of mail and packages — including bills and medications — originate from ZIP codes within 50 miles of an RPDC and may arrive more quickly than before.

The changes affect the timing of transportation from select Post Offices to processing facilities, not the local delivery process itself.

Postmarking Changes

Some mail may not receive a postmark until the day after it is collected or dropped off at a Post Office. Customers who need a same-day postmark can request a manual cancellation at the retail counter.

For ballot mail, the USPS recommends mailing completed ballots at least one week before the deadline. Voters can request hand-cancellation of ballot envelopes at any retail location.
