Town of Boone, North Carolina— The Jimmy Smith Wastewater Treatment Plant, the Town of
Boone-operated wastewater treatment plant, was honored by the National Association of Clean
Water Agencies (NACWA) and received the Peak Performance Awards’ Gold Award in
recognition of its complete and consistent permit compliance during the calendar year. The utility
was recognized at a July 23 ceremony during NACWA’s 2025 Utility Leadership Conference in
Colorado Springs, C.O..
This year NACWA recognized 512 treatment facilities at 198 of its member Public Agencies for
outstanding levels of compliance and performance related to their National Pollutant Discharge
Elimination System (NPDES) permit. An NPDES permit is required for facilities to discharge
into waters of the United States. It outlines requirements that ensure discharges do not harm
water quality or human health.
