Watauga BOE to Consider Social Media Litigation, Wrestling Facility Concept, 2025-26 Audit on Oct. 13

The Watauga County Board of Education meets Tuesday, Oct. 13, with a possible action on nationwide social media litigation, a concept drawing for a proposed wrestling facility, the 2025-26 audit report and an action item on a partnership with Appalachian State University for early childhood education on the agenda.

The meeting begins with a closed session at 4:33 p.m. to approve the Sept. 14 minutes and to discuss reportable offenses, student records, personnel and attorney-client matters. Open session starts at 6 p.m. at the Margaret E. Gragg Education Center. The Superintendent’s Report from Dr. Leslie Alexander, a principal appreciation video, a Students’ Report from Brayden Howard and Rosalyn Rabinowitz, and public comment come early in the open session.

Under the consent agenda, the board will consider the minutes for Sept. 14 and Sept. 25, a declaration of surplus, the first 2026-27 budget amendment, an activity bus quote, the 2026-27 classified salary scales and the personnel report.

The board will then consider action regarding nationwide social media litigation. Terreyl Williams, John Grasinger, Savva Kostis and Bobby Plemons will present a concept drawing for a proposed wrestling facility. Ben Johnson will present the 2025-26 audit report, and Dr. Alexander will present the action item on the Appalachian State partnership for early childhood education.

Dr. Tierra Stark will give a data and accountability update and present four policies for a second read: new policy 7325 on video and audio recordings by employees, 3200 on selection of instructional and supplementary materials, 3210 on inspection of and objection to those materials, and 3510 on religious-based exemptions from school programs. She will also present regulatory policy 7550-R(1) on inclement weather leave for review only.

Board operations include discussion of a November work session and a change in board meeting times. Board comments and adjournment follow, with adjournment scheduled for 8 p.m.
