BOONE — The Boone Town Council holds its regular monthly meeting Wednesday, July 8, 2026, at 9:00 a.m. in the Town Council Chambers at 1500 Blowing Rock Road.
The agenda includes several substantive items. The council is scheduled to present a resolution of appreciation to Dr. Elizabeth “Bettie” Bond, who has served on the town's Historic Preservation Commission since its founding in 2007. The council will also consider accepting a $1,789,650 state grant through the North Carolina Department of Environmental Quality for a new water line along Fairway Drive.
Among the most closely watched items is a return to the proposed general obligation bond for land conservation, parks, and greenways. The council debated the initiative at its June 24 meeting but tabled a decision pending guidance from the NC Local Government Commission. Staff has since confirmed that the LGC has approved the town to proceed, and representatives from the Trust for Public Land will be present at the July 8 meeting to answer questions. The proposed bond would generate approximately $5.5 million for parks and land conservation, funded by an estimated four-cent property tax increase.
Also on the agenda, TRC Engineers will present the town's new Stormwater Management Plan and accompanying Capital Improvement Plan, which covers drainage infrastructure throughout Boone and identifies priority capital projects along Boone Creek, Winkler Creek, Hardin Creek, and other corridors.
On the consent agenda, the council is set to award the FY2026-27 street resurfacing contract to Moretz Paving, Inc. at $35.00 per ton — the lower of two bids received — and approve a restroom renovation contract with TM Woodcock Construction, LLC for the historic Rivers House Garage.
The council will also make appointments to the Human Relations Commission, Sustainability Committee, and Tourism Development Authority, and will appoint a chair and vice-chair for the TDA for fiscal year 2026-27.
