Blowing Rock Town Update from Town Manager Shane Fox – May 5, 2025

We're making great progress throughout Blowing Rock! Thank you to the employees and citizens of Blowing Rock, who continue to keep this the best town in the high country.
Green Street Water – the Green Street water project is almost complete. The main water line has been installed and tested, and almost all service connections have been made. The contractor will be placing an asphalt patch over the cut road next week as we await the final street resurfacing along with Maple Street. 
Sunset Drive Crosswalk – the Sunset Drive crosswalk is complete, other than the final sealant and border paint. It already looks great – see below:
Memorial Park – the Memorial Park project continues on schedule as concrete work began this week and will continue over the next few weeks on the new stairs, walkways, etc. Playground equipment will be delivered in the next couple of weeks. 
Broyhill Spillway – the contractor work was completed this week on the spillway. The contractor was able to move much quicker than expected and has completed the wall construction. The Blowing Rock Landscaping Department will now work to install the split rail fence along with mulch and plantings. See the wall below, it looks great as well! 
Park and Rec – The Parks and Recreation staff have been working hard to get the pool ready for opening day coming up Memorial Day weekend (May 24th), they also started kinder-tball this past week!  
2025-2026 Budget – hard work continues on the 2025-2026 budget prep and we are on schedule to present the budget proposal to the Town Council at the May 13th Town Council meeting. Reminder, the budget workshop will be held on Tuesday, May 27th from 1:00pm-5:00pm in Town Hall. Many thanks to the Department Heads and especially to Finance Officer Tasha Brown for the many long hours and extended weeks to get the budget ready.  
NCLM CityVision – Mayor Sellers, Mayor Pro Tem Matheson, Councilmember Harwood, Councilmember Perry, and I attended the North Carolina League of Municipalities CityVision Conference last week. We attended classes on employee retention and recruitment, micro-transportation, economic development, conflict leadership, law enforcement practices, resiliency, recovery, and more. We enjoyed speakers that included Governor Stein, State Auditor Boliek, State Attorney General Jackson, and many more. Below is a picture from the banquet (from left to right: Councilmember Harwood, Mayor Sellers, Councilmember Perry, Mayor Pro Tem Matheson, Town Manager Shane Fox). 
Blowing Rock Academy – We continue to receive great notoriety and positive reviews from across the state for our childcare center, The Blowing Rock Academy. I have been asked to speak today regarding The Blowing Rock Academy to Governor Stein's North Carolina Task Force on Child Care. The Task Force was recently created by Executive Order, and you can learn more about the Task Force and Executive Order by clicking here.
